Target - Keebler and Kellogg's - Gift Cards

Are they still gift cards if you are given them for buying something and you, yourself, intend on using them?

Target has an ongoing Gift Card Promotion for Kellogg’s & Keebler Products. From what I hear it’s only working when you buy 5 Kellogg’s Products OR 5 Keebler Products. It doesn’t seem to work when you mix and match the two brands.
