Publix - Item vs. Unit

Do you know the difference?

Apparently most of us don't.
Today, Publix nearly refused to let my sister buy 20 Whiska's Cat food trays. Apparently they are now only letting you buy 10 UNITS of anything.... They werent on sale, but she had BOGO coupons for them. Coupons are reimbursed by the manufacturer and the company not only gets full face value, but $.08 on EACH coupon. That adds up...if only from my household!

If the coupon says BOGO, then 1 deal is a Unit, right? The manager kept switching the words around. For somethings a sale was a unit, other things an item was a unit.

What if she didn't have coupons but wanted to pay straight up cash for all 20 trays of cat food? They said she could not. It is 10 per person, period.


What are your thoughts on this? She wasn't clearing a shelf, she was trying to buy a weeks worth of food for 2 cats.
